Handyman License Requirements in Elko, NV

Nevada requires a state contractor license from the Nevada State Contractors Board (NSCB) for nearly all construction work, with only a narrow exemption for minor repair/maintenance under $1,000 that requires no permit. Handymen in Elko must obtain a state business license ($200 annually), a city business license (fee varies by gross revenue—contact City Clerk), and an NSCB contractor license ($1,040 minimum for application, exams, and biennial fee, plus bond). Trade work (electrical, plumbing, HVAC) requires separate Class C specialty licenses through the same NSCB. The $1,000 handyman exemption is extremely limited and does not apply to permitted work or trade-restricted categories.

⚠️ What Requires a Contractor License

The following work requires a state-issued contractor license in NV. Performing this work without a license exposes you to fines, stop-work orders, and civil liability:

• ANY electrical work beyond simple fixture replacement — installing outlets, switches, panels, wiring, or any work affecting the electrical system requires a Class C-2 Electrical Contractor license
• ANY plumbing work beyond simple fixture replacement — water line installation, drain work, water heater installation/replacement, or any work affecting the plumbing system requires a Class C-1 Plumbing and Heating license
• ANY HVAC system work — installation, repair, or replacement of air conditioning, furnaces, heat pumps, or refrigeration equipment requires a Class C-21 Refrigeration and Air Conditioning license
• ANY gas line work — gas piping, gas appliance connections, or gas system modifications require a Class C-1 or C-1c license
• Structural work of any value — framing, load-bearing wall modifications, foundation work, or any work affecting structural integrity requires a Class A or Class B license
• Work requiring a building permit — if a permit is required, a contractor license is required, regardless of project value
• Any work where you advertise or hold yourself out as a contractor — even if the work appears minor, if you market yourself as a contractor, a license is required
• Roofing, siding, or exterior cladding work — typically requires a Class B or Class C license depending on scope
• Window or door replacement affecting structural openings — requires a license and permit
• Any aggregated work exceeding $1,000 across multiple visits — if multiple projects for the same customer aggregate over $1,000, a license is required

State Contractor Licensing Law (NV)

CRITICAL: The $1,000 exemption is far more restrictive than in other states. It does NOT apply if: (1) a building permit is required; (2) the work is structural; (3) the work involves electrical, plumbing, or HVAC systems; (4) you advertise or hold yourself out as a contractor; or (5) multiple projects aggregate over $1,000. For any practical contracting business, assume a license is required. Unlicensed contractor work is a misdemeanor (first offense) or gross misdemeanor (subsequent offenses) under NRS 624.700.

City Business License — Elko

Required. City of Elko Business License — Per City Code 4-1-3, it is unlawful to conduct any business in Elko without a valid business license. Applicants must state gross revenues under oath. Home-based businesses require a Home Occupation Permit or Special Use Permit in addition to the business license. Contact the City Clerk for home occupation requirements and fees.

Permit vs. Contractor License — The Legal Difference

A contractor LICENSE is issued by the Nevada State Contractors Board (NSCB) and authorizes you to perform construction work in a specific classification. A PERMIT is issued by the City of Elko (or county) and authorizes a specific project to proceed. You need BOTH: a valid NSCB license to legally perform the work, AND a city/county permit for the specific project (if required). Even if you qualify for the $1,000 handyman exemption from licensing, you may still need a permit for certain work. If a permit is required, a license is also required — the exemption does not apply to permitted work. Common mistake: Contractors assume that because a project is small, no permit is needed.
